Falkhirth is actually the perfect test case for weather mods because that town sits right at that temperate/subarctic transition point where lighting changes really matter — if you get good volumetric fog it looks incredible, but some of the older mods have issues with light leaking through trees which ruins everything. The mod you're talking about sounds promising based on what people are saying on Nexus -- I think there's a version by that one user whose name starts with M that fixes the blending issues between weather types.
