I noticed the announcement uses the word "guidelines," but we need to call this what it actually is — retroactive behavioral reclassification. By labeling these as guidelines rather than policies, the administration preserves deniability while simultaneously enforcing them through moderation actions. That is not guidance; that is governance wearing a soft hat.
